清洁能源定义有几何?

本文节选自国务院发展研究中心洪涛先生所著《“清洁能源” 定义和范围研究》,已作为“前言”发表于《清洁能源蓝皮书.国际清洁能源产业发展报告(2018)》。

各国能源政策取向不同,其关于清洁能源的概念有差异,既有按照能源使用对环境的影响程度来划分的,也有将能源的清洁利用本身就当作清洁能源的定义。即便是前者,各国对环境的影响程度也有不同认知。  

美国清洁能源概念包括了水能、风电、太阳能、核能、地热、生物质等,但是不包括天然气。

欧洲清洁能源包括了水能、风电、太阳能、地热、生物质、氢能,但是不包括天然气、核能。

中国清洁能源感念包括了天然气、水电、风电、太阳能和核电等。

虽然国内外对于清洁能源的定义有所差异,但都是围绕这一目标而去的。

What’s clean energy?

The definition of clean energy varies in different countries and circumstances.

One theory is by the degree of its impact to the environment, and the other one focuses on the clean use of energy.  

Clean energy includes hydropower, wind power, solar energy, nuclear energy, geothermal energy, biomass, etc. in U.S., but natural gas is not included.

While in Europe, it includes hydropower, wind power, solar energy, geothermal energy, biomass, hydrogen energy, but natural gas and nuclear are not included.

In China, both natural gas and nuclear are clean energy, together with hydro power, wind, solar etc..
